Amex has a program where they will consider history on a card they issued in another country when issuing a US one. (And, I believe, the other way around.)

Thanks guys for your help.

Have made up my mind.... Will go to the chase branch, speak with them asking whether they will give me Freedom CC if I open checking and savings with 5000$.

If they refuse I will go with Sound CU.

It's true decision done by machine, going to branch just has the advantage of bankers doing paperwork and providing suggestions. Google Chase Special Consideration and there are cases. Usually they say deposit 10k but there should be exceptions--either <10k and OK or >10k still denied.

If apply online computer may decide to put the application pending and then it can take long time to wait for their mail saying what else you need to submit and long time you mail your documents to them. Bankers may be able to contact lending department if you are lucky enough to find a helpful one, then at least you can bring what they need and have them fax the docs.

did you just described the process of recon?

Special consideration is not quite recon, but rather going to branch directly to apply for the card and get paperwork done--bankers can submit forms. Recon is to re-consider a decision of denial, or to speed up a pending application. I understand they can be mixed together as Google turns to show reconsideration when searching special consideration.

And yeah my 2nd paragraph was my "recon" experience (basically updating personal information to lending dept. and a couple days waiting, then re-submit application with approval). Mine was not special consideration, they never put me on this process. The paperwork banker did should still be applicable when going through special consideration, like faxing ID, SS card etc. Just in case OP went to branch and didn't know what bankers will do.
