Why are interest rates so different across cards?

I have noticed that credit cards have large variable APRs like 10-20%. What is the deal with that? How do I know what my interest rate will be?

All depends on you credit score and credit history. People with excellent credit score and history will qualify for 10% APR vs a good score will from 10% to 20%.
