My lowest is 12.99% with Amex. Not sure about my highest precisely, but I am pretty sure it is over 26%. It may be closer to 30% from one of my Comenity or GE accounts starting out (not that I've ever paid them any interest).

Since I have so little cards (I'll admit to store cards but they're so old, from hs/college days that they've pretty much autoclosed)

amex 13.99
Citi 14.99
Discover 22.99

18.99% on Discover to 22.99% on Synchrony (Brooks Bros). A few promotional 0% cards that will switch over to the low 20's.

Not that I've ever paid a cent in interest. :ppp

I've never requested a rate reduction (or gotten one automatically).

Lowest is Citi Forward, currently at 10.99%, fully taken advantage of the APR reduction.

Highest is Chase Freedom, at 18.99% which is the one, not a range, shown on the preapproved offer. Currently it's at 0% promotional period, though.
Citi Forward Visa $5000 10/2012 | American Express Blue Cash Everyday $8000 2/2014 | Discover it $7000 5/2014
Chase Freedom Visa Signature $7000 6/2014 | Citi ThankYou Premier Visa Signature $5000 1/2015
All EMV.

When you exclude my 18.99% Discover (a joint account) and my PRG (a charge card with no APR), my other four cards are either 21.99% or 22.99% after a promotional period. I guess that puts me in the "lead" as far as appearing barely-creditworthy for prime cards.

The weird thing is that I've not been declined for anything since March.

My Sallie Mae app in August was pending at first, but Barclaycard said the delay was due to identity theft concerns, rather than credit quality ones. Assuming that's true (which I think it is), then I haven't had to recon anything since March, either.
