Discover CLI Ambiquity

I was checking my Discover account online and clicked on "credit line increase request" out of boredom. In the first paragraph, it mentions that the request may require a hard credit pull. The second paragraph says that the "request will not affect your credit score" which implies a soft pull. Which one is it Discover?

It doesn't affect me because I don't need a CLI, but shouldn't Discover remove the second line if there is even a small possibility of a hard pull?

I just requested one over the phone yesterday. They told me they try to make a decision internally, but may perform a hard pull if they don't come up with a yes internally. I agree, it should be stated more clearly

If they cannot come up with an internal decision they will ask you if they can perform a hard pull. If they can't approve the increase you've requested they will come up with a counter offer.

If I'm not mistaken if you request $2,500 or less you can bank on it being a SP.
