Wow congrats. Though you might want to remove your name from the email if that is your name.

This would make sense. Discover's merchant fees are a mix of percentages and flat fees. While the percentage fees they get are the same for a given amount spent, Discover earns more if those amounts are broken down in smaller transactions, each of which they can collect the flat fees from.

This is the reason merchants will often require a "minimum" to put a bill on a credit card.

That really makes me doubt how much the merchant can get after paying discount rate, especially when there is a flat fee of, say, 25 cents (or whatever on their agreement) per transaction. Oh BTW the smallest transaction I made on my card was in the USPS office when I was about to purchase an envelope, and the front desk guy never felt like there is any issue.

Of course in my place usually small restaurants require min. purchase of usually $10 for card (including both credit and debit) transactions. I have even seen higher requirements even when Visa prohibits merchants from setting a minimum purchase larger than $10.
Citi Forward Visa $5000 10/2012 | American Express Blue Cash Everyday $8000 2/2014 | Discover it $7000 5/2014
Chase Freedom Visa Signature $7000 6/2014 | Citi ThankYou Premier Visa Signature $5000 1/2015
All EMV.

From what I saw, the flat rate is more like $0.025, or 2.5 cents. So the merchant would still keep some of that 17 cents!
