This is why available credit is only a portion of the equation. All things being equal though, the person with more available credit is being trusted with more regardless of their income.
I have >$155k available across 11 cards plus whatever my Amex Plat grants me. My (reported) utilization is regularly between 15% and 20%. It's all about responsibility, it doesn't matter if it's six months or six years worth of salary as long as I play the game correctly.
Of course, YMMV.
