Default Does the merchant pay for credit card chargebacks?

Many USA tourists come to my shop to buy clothes. If someone ever uses a cloned credit card on my shop for purchase. And later if the real card owner complains to card company. Then will the company chargeback me (merchant)? Or will they pay the card owner themselves to cover his loss?

Any help appreciated. I am a shop owner in India.

That would be governed by your Merchant Agreement.

In the USA merchants are not required to ask for ID, only to perform these steps:

Your relationship would be governed by the by your country's agreement.

Generally, you're responsible for chargebacks relating to poor products or service, but the card issuer overs fraud. But they noticed a lot of fraud at your establishment they would take notice and do something. Look at your Merchant Guide for better info.

Right. But they are likely to start charging you higher discount fees after a single chargeback.
