Chargeback confusion, possible phising scam victim?

My Dad had an issue with a scam company and they nearly bled his Chase card dry, so after reporting it to Chase they reversed the charges two weeks ago and his accounts were zeroed out, he owes nothing. Then yesterday, Friday, he gets a phone call telling him they changed their mind and were going to put the charges back on his account.

I have researched the numbers from his caller ID and the number he was given and they appear to be from Chase but a lot of people are claiming this to be a phishing scam. Calling the number resulted in an answering machine asking the caller to leave their name a full cc# which smells fishy...or maybe me.

My question is, do credit card companies ever just change their minds once a charge is reversed? What would cause them to do this?

In terms of the phone numbers, I work in IT and could make my phone system tell caller ID boxes that I was calling from Santa's Workshop if I wanted and VM is a simple voice recording. What do you guys think? Your help in this matter is greatly appreciated.

Credit card companies always put everything in writing. A credit card company would never have an answering machine requesting you leave your credit card number either.
