Citi Double Cash Monthly Membership Fee

I just checked my account and yesterday there's a transaction of $0.00 and the description is "Membership Fee Feb 15-Jan 16". Is this normal or should I be worried?
Capital One Secured Card - $1,200 limit
Citi Double Cash - $2,000 limit

I believe this is the annual membership fee or something like that. Very normal, since every year I see similar thing on my Citi Forward account. Even the annual fee is zero, it will still show up as a $0.00 charge - common on Citi credit card accounts.

There are several old reports of this on MF. It definitely applies to numerous cards.

Perhaps they have to 'charge' customers $0 for certain currently-free services if they want to charge real fees for them later?

If that's not it, then it seems this would only confuse cardholders and lead to a surge in CS calls and false alarms about fraud.
