"Clean and under 700" stories

I see some people who say they have a perfectly clean history and yet have FICOs that are under 700. How does it happen?

When I had two cards reporting and about 7 months of history, I had 750ish FICOs, even with sometimes high utilization on toy CLs. I think the lowest I ever got was like 715. I don't get how people can get into the 670s and 680s without either spreeing or being late on something.

I've never had a car loan. Are they really bad on thin files or something?

I would guess it has to do with their limited availability to credit and their limited history paying off debt.

When I helped my SIL with her credit, she was in the upper-600s with a clean history. However, she had no cards open and just her student loans were reporting. So maybe it's the case of not having "enough" credit? Once she opened her first card, she was in the mid-700s within a few months.
