Default Amex Defective Merchandise Dispute: Unpleasant Experience

I received a shade in the wrong color. Merchant refused to re-do, and I filed a defective merchandise dispute (American Express Blue Cash). Amex refunded the balance ($684) but have refused to refund the deposit to have the shade made ($500)! I re-disputed, sent in a photograph, letter from merchant, letter to Amex, etc., but they still stonewalled. This is new in my experience with American Express. Needless to say, I am very disappointed, and also wanted to alert cardholders that Amex may be changing their purchase protection policies.

Is it possible that they've failed to understand that the deposit is in addition to -- not a portion of -- the $684.
