The thing with inquiries is they don't have a huge impact on your score but they may/will have a big impact on the decision making process. Some companies are more inquiry "sensitive" than others. Since you mentioned them, I have heard that Barclay's is one of those companies.
What you have to understand, at least from my prospective, is that credit approval and subsequent CLIs are very YMMV. Your mileage may vary. You and I could have very similar credit scores and reports and could both apply for the same trade line and only one of us could get it. Sometimes it makes no sense whatever.
You know, I see both here and on myfico people post asking should I apply for this or that credit card and they outline their situation and I always think to myself, "you'll never know until you try." Sure, people will express their opinions based on the information given (I sometimes do), but at the end of the day, all you can do is pull the trigger and go for it. If you're approved, be thrilled. If you're denied, don't take it too personally, find out why, fix it if you can or just deal with it if you can't and apply again another day.
