Got the AmEx 7 to 10 days decision message... what to expect?

Does this mean pretty much a denial?

IF it does, I have a few questions.

1) I have carried a small balance on my card (Blue Cash Everyday) did this hurt me?

2) I finally got money to pay balance completely (finally got tax return), will keeping this balance paid in full every month from here on out increase my chances for another credit limit increase?

3) When CAN I try for another credit limit increase?

Not at all. If your not over your spending limit on your blue cash and just being responsible with your payments paying more than the minimum then you should be fine with a little balance. If your that antsy you can call over the phone to check on your status but you should be approved. How are your other credit cards? Do they have balances. How long did you wait to ask for the cli? Two months? Six?

all my other cards are perfect (discover IT 0%, fifth third platinum (my first CC) 0%)
and I have a green amex that I of course PIF every month (charge about 600 a month on it)

well heres what happened...I tried for a CLI before I was allowed to (before 61 days, I was unclear on when that 61 days started) so I got denied, so I read that I could try again in another 61days..probably should have looked into that more. Would they have just outright denied me though if I was not eligible to request an increase?
