How reliable is approval for targeted mail offers?

How reliable is the approval for an AMEX Platinum card if you're getting mail offers?

I just got an offer in the mail, and the offer seems tempting (100,000 bonus points and only needing to spend $3,000 in 3 months)... but I'm kind of skeptical that I would even get approved - I'm only 26 and have only had a credit card of any kind (Chase Freedom currently) for 3.5 years. I can't have that good of a credit score. Does getting mail offers mean your credit has been pre-screened?
