...thinking, "Well, since it's a charge card, there's a good chance they'll approve me." Wrong! "Use of a credit counseling program" was the reason they rejected me.

I wanted to get it because I've wanted a Green Amex for the longest time (my dad used to have one...I know, not exactly a good reason) as well as the backdating.

Fortunately, I'll be done with the debt payment program in a few more months.
Blue Cash Preferred ($24K), Costco TrueEarnings ($8K), Better Balance Rewards ($6K), CashForward ($15K), Sallie Mae Rewards ($10K), Quicksilver ($17K), AARP Rewards ($15K), Freedom ($15K), Double Cash ($16.5K), It ($28.5K), Fidelity Investment Rewards ($18K), Cash+ ($11K)

Bummer. Hopefully once you're complete with the program and your credit heals a little bit you're able to go back and try again.

I see in your sig block that you have a BCP. Is that also under the repayment program?

It's not. My Blue Amex was the only card I didn't put on the debt payment program because it had a zero balance. I'm glad I kept it, because I was able to upgrade it to a BCP in August and I've gotten over $200 back so far (MR points are pretty useless if you ask me). I eventually realized my old cards were junk, and I'm looking forward to getting a decent Visa and MasterCard (Freedom and Sapphire) and the Costco Amex or a Green.

Nope. They gave me a $6.5K limit, but unfortunately they only approved me for the Cash Rewards Visa and told me to wait 6 months to upgrade to the Cash+

I wonder why they would approve you for one type of card but not the other since the CL is over $5k.

Good question. If I had to guess, I'd say because of high utilization due to the balances on the cards that are on the payment program.
