I disagree, but only Amex knows for sure.
I use the Check spending ability 2 times a day (the max I find that works, the 3rd time is an auto fail messaged) and probably 8 times a month. So over 1 month, at least 16 "checks".
I have never had a finanical review.
I keep trying to break the $100k ability mark. My max spending ability is $95k now. So every single time I try it, I first check $100k (denied), and then I follow up with $95k (always approved). Never a financial review and I have been doing these checks for over a year on my Platinum card.
What I find strange is the spending ability stays the same if I have a balance or not. $0 balance, limited to $95k. With a $20k balance, limited to $95k. Pay off the balance (before statement closes), so back to $0 balance, and still a $95k spending ability.
A few months ago my experiences were the same but with a max of $50k spending ability independent of my balance.
