Don't know. You can check the Global Entry website for information. Vancouver has US customs located in it to clear you prior to your flight. Once you clear, there is no going back to the non US terminal.

it is available to us citizens and legal residents.

I don't have it myself, but I have a co-worker that got it with the Platinum card and he said he was able to pass the usually 2 hours MIA line in less than five minutes. I'm considering getting but I don't know if I should wait until I become an US citizen

Your co-worker is correct. I went to Hong Kong for business a few weeks ago and when I returned to JFK the line was longer than any line I seen. Took me about 10 mins tops to get through.

As a canadian, you are eligible for nexus. Nexus allows you to use global entry (US international arrivals) or nexus (CAN/US travel) kiosks. It's also $50, which is cheaper than GE alone.
