Amex tried this with me with the Gold card a couple years ago. I applied through a promotional web link and was entitled to bonus points (I forget how many) after I met the purchase requirements, which I did.
Multiple calls to Amex made no progress. They told me that I didn't qualify for the points for some bogus reason. I know they were trying to get out of living up to their end of the bargain.
I eventually filed a complaint with the Better Business Bureau. It was resolved with me getting the points to which I was entitled and Amex saying they were doing it as a "courtesy." I think you should file a BBB complaint. More people need to do this because they are obviously trying to rip people off.
If Amex doesn't like people taking advantage of promotional points, then they should quit offering them or raise the bar on qualifying.
