Sure. American Express believes that you become a Member the very first time you open an account and that "Member Since" year follows you throughout any subsequent accounts (provided they can find the first account you had and you did not default on any Amex product) that you may open.
For instance; I opened a Gold card in 1999 and closed it in 2004. In 2008 I opened a Blue account. On my credit report the Blue reports as being opened in 1999 even though technically it was opened in 2008. It was like getting an instant 9-year-old trade line.
Unfortunately, they won't backdate to when you first applied if an account was not established. So, if you applied (and were denied) in 2007, the new account won't be backdated to 2007.
