AmEx claims soft inquiry only for new application

I spoke with American Express customer service again today. Initially called for something unrelated, but I took the opportunity to bring up that I'd considered applying for the Delta AmEx Gold, but was concerned about the once-per-lifetime bonus limit and about HP to my credit.

The representative told me several times that they only to a SP when an existing cardmember applies for another card. I asked if this also applied to cobranded cards. "Yes". I asked if this also applied if I submit an application online rather than by phone. "Yes".

Elsewhere, I've read that AmEx starts with a SP, but if inclined to approve, they do a HP prior to issuing a new card, even for existing customers. But I'm having a hard time believing a CSR would be this adamant about false information. Perhaps I'm just being naive. :rolleyes:

(Yes, I know I don't need to worry about HPs as much as I do.)

You should call again and get a different rep and go through the same series of questions and see what they say (and tell us the results because I'd like to know as well).

I think the bolded part is correct. HP declines for existing customers happen, but are rare. And, yes, getting one more inquiry usually doesn't matter.

I definitely got a HP on 3/31 for my Platinum.

CSRs can be wrong (or confused or unclear) about all kinds of stuff.

I would agree with this. That is my exact understanding of how they do it.

SP for a denial or pending and HP once / if it's approved.

A given CSR with any company can be mistaken, misinformed, etc. Don't rely on what one single CSR says. My experience echoes the general advice: SP is denied, HP if approved.
