Indeed, they do send these offers to everyone. I once received an offer for a card I already had and asked customer service why out of curiosity- they told me it was a completely different department that sends out offers and they do not have access to current customer account details.
The pre-approval offers from American Express or any other credit card company basically mean they got your address from a mailing list. The fine print says you are only "pre-approved" if you have the credit to qualify. It's borderline false advertising for sure but has been done that way for decades.
