The card actually was offering 60k publicly earlier this year. Surpass was offering 80k.
It's pretty common for hotel companies to send better-than-public card offers to loyalty program members through their website or emails (at least, I've seen it for Chase IHG and Marriott). If the offer had come directly from Amex, you might have had a better position.
Amex likes big spenders. They don't want to earn interest on CC debt. They want customers to spend a lot and pay in full and on time. The card in question is not for people who spend a lot - either at Hiltons or in general. There is, after all, a higher-earning, better-perks Amex Hilton (Surpass). Your card choice may signal to them that you don't plan to use the card much.
If someone called trying to switch bonuses on a Platinum, I do have to wonder if Amex would be more flexible - especially if the customer had a history of spending on other Amex cards regularly.
