Maybe Amex's number crunchers have concluded that the customers who are heavily focused on getting great signup bonuses often move on to other cards and aren't very profitable in the long run.
If a customer's loyalty can't be bought with 25000 MRs, why should they bother to check if 50000 MRs will be enough?
