I make $10-$15 purchases at small businesses often, sometimes paying with an Amex, and they are happy to have me as a customer. So the slightly higher fees when there are multiple swipes I don't think are a huge consideration.
I would find one $25 or $30 credit a lot simpler than three $10 credits. I can also see it being the case, though, that at some merchants it's not practical to spend $30 at once.
That map was really a disaster, though. Merchants were constantly disappearing and reappearing, and it kept trying to do a search for them in the wrong state.
How hard would it really be for Amex to just come up with a list of their merchants who process less than $X of Amex card payments - over Amex's very own payment network - in a year for a given set of zip codes near my billing address?
Was there some meeting where Amex execs agreed, "Hey, we have all this accurate information about small businesses who take our card. But rather than sort through it ourselves, let's hire some outsiders who have unreliable information and can really complicate things!"?
