There's only one welcome *offer* per card per lifetime. If someone had not met the offer, they could not close and reapply as it would show as already offered. Blue Cash Everyday and Blue Cash Preferred are two different products, so yes, you could apply for Preferred and be eligible. :-)

Is that now the case with charge card spend bonuses as well? Last I remember the deal was if you haven't had that product within the last 12 months you'd be eligible. Thanks!

Yes - this is for all American Express products - Charge and Lending. The 12 month policy was under the old acquisition incentive policy.

I can confirm this one. I had the SPG Amex several years ago and cancelled it due to not staying in SPG hotels as much. Fastword to now and I reapplied and got no bonus despite it being listed on the invite. Not a huge issue to me but I know some people that won't like that.
