I was able to enroll through my father. He's not apart of any so I had to wait while they confirmed his status. They all have their perks, all of their rates for loans are excellent. Other perks: penfed -APR & CL--NFCU & CL.. The reward store for the unions aren't great and the same goes for USAA but USAA is definitely the best overall, especially customer service. I was able to switch my car insurance from Geico from a 650 6 month premium to 325 with the same coverage! I would recommend anyone to join if they can qualify.

CLI for all cards|
Citi Preferred- 9K
Citi Thankyou-8.5K
Navy Fed Rewards- 14K
USAA Rate advantage- 12K
Amex Blue Sky- 6K
Discover IT-8K
Pen Fed Promise- 12K
Pen Fed reward- 12K
Chase Slate- 4K
Freedom- 5K
B of A Cash Rewards- 4K

Have you looked into the ED or EDP?

The annual fee for the EDP is much easier for me to stomach and you can earn MR points that way too.

Perhaps the PRG is a nice card for big spenders but I barely hit 30k per year (and probably may not reach that most years) in total spending on all my cards let alone focused on one card
- Amex Platinum (primary)
- Citi Double Cash (backup)
- Chase Sapphire Reserve (just to get the bonus, closing in 2017)

If you were active duty, I was going suggest getting a few Chase and Amex cards which have AFs waived for active duty personnel.
