If you are not an American citizen and do not have a US tax ID number you will not be able to open a credit/charge card issued in the US. Just like I cannot obtain an Australian credit card. If you have an Australian issued Amex you should be able to use that in the US without incident.

You can sign up for a Diners Club charge card: They have international shipping options that let you purchase things and send them to a US address which forwards to your home address.
