Does NPSL reflect single-card or Amex-wide spending?

My understanding is its based on spending behavior across all cards, to test that theory I just checked my spending ability and typed in $10,000 and it was approved, however I do almost all of my spending on my EDP card and rarely charge to my platinum.

Since I was curious so I called Amex and checked.
w/o call im good to go for 3 million Swedish sek. (423,850USD)
Also made Eurocard a call.
w/o call 1 million Swedish sek (141,283USD)
